libcoap-1-0-dev software package provides C-Implementation of CoAP - development files, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcoap-1-0-dev
libcoap-1-0-dev is installed in your system.
Make ensure the libcoap-1-0-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcoap-1-0-dev *
You will get with libcoap-1-0-dev package name, version, architecture and description in a table
